Urges that the American Bar Association supports the principles that: (i) the supreme court or other court of last resort of the United States territories serves as the final arbiter of its respective territorial laws; and (ii) each territory’s laws are not laws of the United States, and that actions arising under such territory’s laws do not establish federal-question jurisdiction.
